Appeals Court Blocks Fanita Ranch as Santee Updates Citywide Land-Use Rules

The court said Santee could not use an Essential Housing Program to approve more homes than the General Plan allowed after Measure N. The July 8 land-use update resets the rulebook. It does not approve a Fanita replacement.
